I wonder if it's related to Tor bandwidth. For me, Tor seems a lot slower than a few months ago.
This is an ancecdote, but I checked https://metrics.torproject.org/bwhist-flags.html and the exit node bandwidth did dip a little

It's currently disabled I think, it's normally due to abuse.

Probably a question best asked of oftc rather than tor. Tor works with IRC, wether the IRC chooses to work with tor isn't up to tor to decide. :)

That CMU attack, how did it actually locate those HiddenServices?
I understand that the nodes that implemented the attack were HSdirs and that relay_early/relay cells were used to encode the .onion addresses for other nodes on a circuit to pick up
