my understanding is that the effective relayed bandwidth is something to the effect of: min(MaxAdvertisedBandwidth, RelayBandwidthRate ? RelayBandwidthRate : BandwidthRate)
Right? Currently in arm doesn't take into account the max advertised and I'm unsure if it modifies the relayed bandwidth limit or it's more complicated than this and should be treated as a field of its own...
... or is this all going out the window due to mike's measurement stuff?

Sebastian_: There's an effective bandwidth/burst limit for relays which is determined by three fields (MaxAdvertisedBandwidth, RelayBandwidthRate, and BandwidthRate). Double checking that the above is how MaxAdvertisedBandwidth relates to the other two.

starting apache after Tor actually doesnt work, as one would expect

dr|z3d, well, atm tor + vidalia running at ~10 Mbit/s takes up 9% cpu on a 2x3.2 GHz and 2.6% RAM with 4 GB ... so that would translate to 36% CPU and 20% RAM on the specs I mentioned. Of courser things don't scale like that, but it doesn't seem undoable
