tarball release got a backport of connection scrubbing (evenidently I screwed it up - thanks for the catch!), as for the new version that is related to the issue pipe found - please try this: http://www.atagar.com/transfer/tmp/arm_3-27-10.tar.gz (I'll be very curious if it fixes the problem for you - it's a tough one to reproduce...)

btw there is a way in windows to achieve the same result as using the command kill -SIGNHUP in unix

If torify fails, try socat, perhaps.
connect rejected sounds like the port you're attempting to connect to isn't open.
