I've read that the lifetime of a circuit in the Tor client is ~10minuts, but if the circuit has still streams attached to it (ie: a slow download) nothing changes, isn't it? those 10min then could be seen as how often the tor client changes the "empty" circuits that it has built preemptively (ie: circuits that has been used but now (after 10min) don't contain any stream or old circuits never used)?
does anybody have a better answer??

mustaff: maybe a better way to put it is that Tor won't use a circuit for new connections if it was created more than 10 minutes ago, but it will keep all circuits open as long as there are actual connections going through them
