was it your first install of oracle?
you are trying too much at once
- do install with runInstaller
- install only, no Db creation
- patch the install to a recent patchlevel
- create the listener with NETCA and the DB with DBCA
Oracle is a 30.000 Dollar software that don't work from scratch, especially not on arch

How do I handle a no_data_found in a loop without breaking the loop?
Can I get the SELECT INTO to append a blank string '' rather than rasising an exception?
Even with "select DISTINCT nvl(COLUMN, '') INTO" it raises no_data_found
