goglosh: no it is not a bug. well not in the sense you are implying.
goglosh: it is a bug in your init file, or maybe in your .profile, or with how you starte emacs, or possibly in your .bashrc, who knows? not enough information to go on.
goglosh: but it most likely is not a bug in emacs.

goglosh: like, if you are on debian, installed emacs normally and have never installed anything outside the package manager, and have never manually edited your config files, scream at the package maintainer for the broken package.

goglosh: I'm not currently running stumpwm, but I used to, I can't remember how that invokes emacs though. if you instead open a new emacs from a terminal, are all the info files there?

I have the same issue on arch
did even build manually and had the same problem
so I suspect it's upstream

maybe the real problem with making emacs features more discoverable is that emacs features need to be accessible in a way other than "read the manual and hit M-x"
