well, as a gross hack, you could rename .svn to anything else
then emacs won't think the file is version-controlled
you could also hide the svn binary so that emacs cannot find it
but there ought to be a better way
(also you could do what the message says, and upgrade your svn client)
can't figure out how vc insinuates itself.

Of course I have a ton of customizations, and some of them _might_ be inserting those stamps; but I don't see anything in my various .el files that say "stamp" or "date" or "log" or anything.
