So I've found a bug in the behavior of emacs when scroll-conservatively is non-zero, but I'm having a hard time characterizing it.

One way to manifest it is: emacs -Q, M-: (setq scroll-conservatively 1) C-h g M-x linum-mode, then hold C-n. Every hundred or so lines (on my system, anyway) the window will recenter instead of only scrolling one line.
But linum mode is not necessary to trigger the bug, only sufficient. With my full .emacs file loaded, the bug triggers in buffers even without linum-mode.
