ok, so how can I access the value whose variable is a symbol that I am getting via make-symbol? E.g. (setq var1 "a value") then (eval var1) ; "a value", then (eval (make-symbol "var1")) --> error (variable-void var1)

it isn't the same as what you made w/ setq
you may want intern instead of make-symbol

ahhh - I see, I didn't realize that if the symbol had already been interned (via its use in setq) it would be uninterned when returned formm make-symbol.
rather - I mean that i didn't realize that a new symbol would be returned.

i tried python-mode.el after hearing that apparently "everyone" uses it... i was truly disappointed to see it lacking the most basic highlighting.
e.g. it would fail to properly highlight '''this isn't highlighted correctly'''
it gets confused with the apostrophe in "isn't"

is there a clean way to do a BUNCH of substitutions? file wide or region is fine... I just have to do a bunch of transformation across a bunch of files and I'd rather make it persistent and save it off as a function
