limitation is easier with .authorized_keys. Why don't you want the account to have keys?

range: well a couple of our web designes use macromedia dreamweaver... and it doesn't support keys so they can't update their website using the built-in sftp soo I want to create accounts for them that don't rqeuire authorized_keys range: any idea how to do it?
You can use normal password based accounts with ssh. But AFAICS you have to enable passwords for all accounts on that server then.

Or you can use key based accounts without passphrase. But if Dreamweaver cannot work with keys at all ...
